2022 Public Works Procurement Disparity Study

New Castle County, Delaware 2022 Public Works Procurement Disparity Study

New Castle County seeks to level the playing field for minority- and women-owned businesses to perform construction services for the County. In June 2021, the County engaged Keen Independent Research to analyze whether there are disparities in the utilization of diverse firms in its public works construction contracts and in the local marketplace.

Keen Independent Research is examining the participation of minority- and women-owned firms in County construction contracts and subcontracts.
Study team member Customer Research International (CRI) will survey firms in the region to identify companies available for those contracts. The study team will also conduct in-depth interviews with local businesses and trade associations to learn about conditions in the local marketplace.
