Patricia Wright joined Keen Independent as a Consultant. While at Keen Independent she has examined individual airport compliance with the Federal DBE Program for Oregon Department of Aviation. She contributed to a confidential project developing a list of airports operating the program. Pat provided consultation regarding airport concessions for Keen Independent’s disparity study for Hawaii Department of Transportation.
Ms. Wright was an equal opportunity compliance specialist with an emphasis on the Federal Department of Transportation’s Disadvantaged Business Enterprise (DBE) and Airport Concession DBE (ACDBE) programs. During her seven years with the Federal Aviation Administration, she managed multiple regions including Western-Pacific (American Samoa, Arizona, California, Guam, Hawaii and Nevada); Central (Iowa, Kansas, Missouri and Nebraska); and New England (Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island and Vermont). With approximately 300 airports in each region, Ms. Wright was responsible for ensuring each airport was complying with the Codes of Federal Regulations as they pertained to the DBE and ACDBE programs.
Pat led review and approval of airport DBE/ACDBE program submittals; created and monitored internal DBE/ACDBE training materials; and provided technical assistance to airports, consultants and the public regarding DBE/ACDBE certification and regulatory compliance.
Prior to working at the FAA, Pat was the Program Manager for the San Diego County Regional Airport Authority’s Small Business Development Department. She was responsible for certification decisions regarding potential DBE/ACDBE firms; DBE/ACDBE goal-setting submittals; development and maintenance of the Airport’s DBE/ACDBE plans; and management of the Authority’s Small Business Program. Ms. Wright was the point-person for the Authority’s disparity study.
Before transferring to the Authority in January 2003, Pat worked for ten years in the Equal Opportunity Management office at the Unified Port of San Diego as the primary DBE certification analyst and contract compliance specialist.
In 2006 and 2007, Pat served as Chair of the Executive Committee of the California Unified Certification Program (UCP). The UCP is a federally-mandated body of public agencies in each state that receive funding from the Federal Highway Administration, Federal Transit Administration or the Federal Aviation Administration.
Ms. Wright began her career in the administration of equal opportunity programs at the Congress of Racial Equality (CORE).
